77th CISM General Assembly and Congress – Lima (PER) – Day 2

LIMA (PER) – After the BoD Meeting held on 2 May, the 77th CISM General Assembly and Congress continued this May 3rd with the meetings of the different CISM Commissions: Regulations Commission, Strategy Commission, Finances and Budget Commission, Appeal Commission, Discipline Commission, Sports Commission, Sports Science Commission, Contract Review Board, and the Women in CISM Working Group.

The day continued with the Press Conference held in the presence of Brigadier-General Hervé Piccirillo, CISM President, Colonel Dorah Mamby Koita, CISM Secretary General, Colonel Leonardo Perdigão De Oliveira, VP Americas and Lieutenant-Colonel Fredy Vargas Ortiz, Representative of the Peruvian Military Sports Federation.

 

The CISM President took advantage of this Press Conference to present CISM and its activities to the representatives of the local press present at the Sheraton. "I would like to thank the Peruvian authorities for organizing this event. This is a historic moment because we are meeting face-to-face for the first time after 3 years of COVID-19. Sixty-three countries are gathered here in Lima and will exchange in the spirit of the founders of CISM and under the motto "Friendship through Sport". This important week will include several meetings as well as a key moment in our statutory life, the elections for the position of President, Secretary General, Treasurer General and Vice President Europe of CISM."

It was then the turn of the Presidents of the CISM Sports Committees to meet for their second annual meeting in the presence of Brigadier-General Hervé Piccirillo, CISM President, Colonel Dorah Mamby Koita, CISM Secretary General, Lieutenant-Colonel Walter Borghino, President of the CISM Sports Commission, Lieutenant-Colonel Jan Van den Dool, CISM Sports Director as well as the PCSCs who were present in Lima. The following topics were addressed during the meeting: reports from the Sports Commission by Lieutenant-Colonel Walter Borghino; reports from CISM Games Department by Colonel Joseph Bakari; planning of the Development & Partnership Director Mr. Maxime Sempo; report of the Sport Director Lieutenant-Colonel Jan Van den Dool; outcome of the BoD Meeting 2022-2 by Colonel Nilton Rolim, CISM PCSC-Representative; a PCSC Discussion session as well as the follow-up actions, issues brought by PCSC’s and conclusions.

The Opening Ceremony of the 77th CISM GA & Congress took place in the early evening in the presence of Brigadier-General Hervé Piccirillo, CISM President; Colonel Dorah Mamby Koita, CISM Secretary General; the CISM Vice-Presidents; Members of the BoD Meeting; Lieutenant-General David Ojeda Parra, President of the Peruvian Executive Committee; Vice-Admiral Herbert del Alamo Carrillo, Chief of Staff of the Peruvian Navy; Lieutenant-General Carlos Chavez Cateriano, Chief of Staff of the Peruvian Air Force; Major-General Francisco Costa Gallegos, Army School Director & Chief of the Peruvian Delegation to CISM; Commission Members; PCSCs; Chiefs of Delegation and delegates of Member Nations; members of the CISM General Secretariat, representatives from the Local Organizing Committee and local and international authorities.

 

After the Peruvian and the CISM anthems, Major-General Francisco Costa Gallegos, Army School Director, and Chief of the Peruvian Delegation to CISM took the floor to welcome all the participants.

He was followed by the CISM President, Brigadier-Hervé Piccirillo, who also took the floor to deliver his welcome speech: “It is my immense pleasure to welcome you in Lima for the 77th CISM General Assembly and Congress. With our motto “Friendship through Sport,” this flagship statutory event promises to provide a week of tremendously important decisions for the future of CISM. In 2021, Peru celebrated the landmark anniversary of 200 years since the independence in 1821, but also the 60th anniversary as CISM Member”.

 

He also added: “Since the CISM creation, Peru has played a key role in the development and the influence of our institution worldwide. The Peruvian Armed Forces joined CISM 61 years ago. Since then, Peru has been active with the organization of two World Military Championships and the participation of Peruvian military teams in more than 50 CISM events. The Peruvian Delegation will also organize the first CISM WMC of the year 2022 with the marathon to be held here in Lima from May 6th to May 10th”.

“I would like to thank all the CISM Delegations for being here. I have also a thought for those who have been unable to join us to this statutory event. The founding fathers wanted CISM to be a global military organization, independent and apolitical, without discrimination, without judgment on the political decisions of member countries. Therefore, in an increasingly uncertain world, it is essential to create new types of links between peoples based on respect, tolerance, regardless of gender, religion, or culture. The unique position of CISM as an international military sports organization gives to itself a special responsibility in promoting actions of peace, security, solidarity, and exchanges between nations,” concluded the CISM President.

 

The Opening Ceremony was concluded by Lieutenant-General David Ojeda Parra, President of the Peruvian Executive Committee who officially declared the 77th CISM General Assembly and Congress 2022 open!

The day ended with the official group photo and the Opening Cocktail.

 

Tomorrow we will have another busy day with the continental meetings (Africa, Americas, Asia, and Europe), a Tribute by the CISM authorities in the Precursores de la Independencia Park in honor of the Heroes of Independence and different working meetings of the CISM General Secretariat.
