Decisions of the Emergency Committee on the COVID-19 crisis management

 

 

BRUSSELS (BEL) - Since the last BoD Meeting held in Brazil this March, CISM HQ has implemented measures allowing to respond to the evolution of the COVID-19 pandemic and its consequences.

As per the regulations and statues governing CISM, the Emergency Committee was activated on the 1st April 2020 tasked with adapting CISM organisation and activities to the sanitary crisis.

Since its activation, the Emergency Committee, composed of the CISM President, Secretary General, Treasurer General and the CISM Vice Presidents has met three times and have collectively made decisions in order to safeguard the interests of all CISM Members. In order to guarantee that decisions were made in adequation with the evolution of the pandemic, a summary of the sanitary situation and of its economic impact is systematically updated and presented prior to discussions.

During the most recent meeting of the Emergency Committee held by video-conferencing on the 24th June 2020, the following observations were made:

  • The sanitary situation remains critical. There remains a significant risk of the sanitary crisis developing in certain CISM Member States whereas others may be at risk of and taking steps to forestall, or undergoing a resurgence of the pandemic ;

  • Certain Member States have proceeded to a second wave of lockdown ;

  • The Armed Forces have been heavily solicited to support the various civilian population assistance and protection measures ;

  • Finally, the continued international travel restrictions due to the continuation of the Closed Border status of certain countries.

At this point, it seems difficult to predict the evolution of the global sanitary situation and anticipate its consequences. The members of the Emergency Committee have therefore taken decisions applying the precautionary principle in sanitary affairs on one end and taking into account the economic impact of the COVID-19 Crisis on the countries and the consequences on the organisation of CISM Events.

In the spirit of preserving the health of all military personnel in CISM and in order to minimise the financial consequences of COVID-19, the Emergency Committee has taken the following decisions:

1. Regarding CISM Sporting Events:

  • The cancellation or postponement of all World Military Championships scheduled until the 31st December 2020 ;

  • The postponement of the 3rd Military Football World Cup to the end of 2021 ;

  • The postponement of the Cadet Games to 2022 ;

  • The postponement of the Heroes Military Games to 2022.

 

2. Regarding CISM Statutory Events:

  • CISM Meetings will be held via videoconferencing until the 31st December 2020 ;

  • The decision of the Kenyan Delegation to CISM relative to the organisation of the 2020 CISM General Assembly will determine the conditions of its execution in situ or via videoconferencing.

 

3. Regarding the Perspectives for the Organisation of upcoming CISM Sporting Events in 2021 and 2022:

  • The drafting of a specific guide for the establishment and execution of sanitary protection measures for the organisation of a sporting event;

  • The creation of a CISM Solidarity Fund to support the Member States who have cancelled or postponed a CISM Event. The Terms and Conditions may be forwarded to the Member States in September 2020.

 

4. Regarding the 2020 CISM Membership Fee Situation:

  • To assist the Member States who are late to pay their Membership Fees, the Emergency Committee proposes that the 10% surcharge on the membership fee when paid after 30th June is lifted.

 

In an unprecedented international context, the values of solidarity and fraternity that unite the Member States of CISM resonate more than ever. They give sense to our actions that must be guided by the desire to uphold the military values of exemplarity and commitment whilst being attached to transmit hope and joy in this uncertain world.
