77th CISM General Assembly and Congress – Lima (PER) – Day 1

LIMA (PER) – For the first time since the beginning of the COVID-19 pandemic, CISM delegates traveled to Lima, capital of Peru, for the 77th CISM General Assembly and Congress. 68 Member Nations met for an intense week of meetings including the CISM Board of Directors, Commission meetings, PCSC meeting, Continental meetings, CISM Congress, CISM General Assembly and the 52nd World Military Marathon Championship, also organized by the Peruvian Delegation to CISM.

Several important decisions will also be taken during this week with the election of the new CISM President and the new CISM Secretary General which will take place during the General Assembly.

The flagship event of CISM's institutional life began on Monday, May 2, at the Sheraton Hotel in Lima with the first session of the Board of Directors Meeting, led by Brigadier-General Hervé Piccirillo, CISM President, and Colonel Dorah Mamby Koita, CISM Secretary General.

The meeting was opened as usual with the welcome speech of Brigadier-General Hervé Piccirillo, CISM President, who thanked all participants for attending this second BoD meeting of the year 2022.

“It is a great pleasure for me to see you here in Lima. I would also like to thank the people who could not make the trip and are here by VTC. We are going to spend a very interesting week of meetings here in Lima. It will be a real and long marathon. It will also be a very important week for CISM with, among others, the elections. I would like to thank the Peruvian delegation of CISM for the organization of the most important of the institutional life of CISM”, declared the CISM President.

After the President welcome speech, the Roll Call, the approval of the agenda, the review and follow-up of the record of decisions of the previous BoD meeting were discussed by the BoD Members in attendance.

After this introduction, the second part dedicated to the reports of the CISM authorities started with the Communication of Brigadier-General Hervé Piccirillo, CISM President, followed by the report of Colonel Dorah Mamby Koita, CISM Secretary General, and the continental reports of the different CISM Vice-Presidents, namely Major-General Maikano Abdullahi for Africa, Colonel Leonardo Perdigão De Oliveira for the Americas, Colonel Wang Yijang for Asia and Colonel Dirk Schwede for Europe.

Brigadier-General Aboubacar Biro Condé, acting Treasurer General, then presented the part relating to the Financial Reports of CISM including the budgets as well as various information (IF) and decision files (DF).

Then came the turn of the Commission Presidents who took the floor to present the work and reports of their respective Commissions: Lieutenant-Colonel Walter Borghino for the CISM Sports Commission, Colonel Steven Rosso for the CISM Regulations Commission, Brigadier-General Aboubacar Biro Condé for the CISM Finance and Solidarity Commissions, Lieutenant Rebeca Dominguez for the Women in CISM Working Group and Colonel Dirk Schwede for the CISM Strategic Commission followed by Colonel Leonardo Perdigão De Oliveira, President of the Commission for Verification of Credentials who presented his report for the elections’ candidates.

Colonel Clayton Ricardo Pontes, Strategy & Development and General Affairs Director followed with the presentation of the statutory calendar and different IF and DF followed by a presentation of the BoD 2022/3 meeting to be held in Larnaca by the Cyprus Delegation to CISM. Lieutenant Colonel Jan Van den Dool, CISM Director of Sports, then took the floor to present his summary of the new CISM sports strategy.

The part dedicated to the CISM World Games was presented by Colonel Joseph Bakari, Director of the CISM Games, who gave a report on the Military World Solidarity Games (ex Heroes Games), the global situation of the CISM Games as well as many IF and DF.

The first session of the Board of Directors Meeting 2022/2 ended with the Closing Address of Brigadier-General Hervé Piccirillo, CISM President.

The day of 3/5 also promises to be very interesting with a very busy program including the Commissions Meetings, the PCSC Meeting, the Press Conference, the Opening Ceremony, the Official Group Photo and the Opening Cocktail.
