TUNIS (TUN) – The last Board of Directors Meeting of 2023, held from 4 to 11 November in Tunis, Tunisia, gathered the highest representatives of CISM to discuss crucial matters related to international military sports. The event started with the Opening Ceremony, held in presence of the CISM President Colonel Nilton Rolim, the CISM Secretary General Navy Captain Roberto Recchia, the CISM Vice Presidents, the Board of Directors Members and Senior Colonel Abderraouf Mokaddem, the representative of the Tunisian Minister of Defense and Chief of the Tunisian Delegation to CISM.
During the Opening Ceremony, CISM President Colonel Nilton Rolim delivered his Opening Speech, underlining the significance of cooperation and competition in military sports and the essential need to fortify partnerships among nations to foster peace, friendship, and sporting excellence through CISM.
Colonel Nilton Rolim concluded his speech by sharing a meaningful quote from a CISM Symposium lecture, highlighting the vital role of leadership in instilling confidence and motivation while reinforcing the core value of "Friendship through Sports."
Following the formalities, the focus shifted to the substantive work session, which was planned for two intense days of meetings.
The agenda of the first session covered various important aspects, starting with an opening address from the CISM President Colonel Nilton Rolim, followed by roll call and approval of the agenda. The board also reviewed and followed up on the record of decisions from the previous BoD meeting.
The second segment of the session featured reports from influential CISM figures, including the CISM President, who provided an overview of the activities he has successfully undertaken in recent months.
Navy Captain Roberto Recchia subsequently addressed the assembly to deliver his Secretary-General's Report, followed by presentations of CISM Continental reports. These continental reports, encompassing Africa, Americas, Asia, and Europe, were presented by their respective Vice-Presidents.
The third part delved into financial affairs, featuring the Treasurer General Colonel Sven Serré's report, a new proposal for the 2024 BudgetT, and the establishment of a new procedure for stimulating the reactivation of terminating CISM inactive nations from CISM, and the cancellation of debts that are more than four years old .
The first day continued with the reports from various CISM commissions were featured, with each respective President providing updates on the accomplishments in their respective areas. These commissions included the CISM Regulations Commission, CISM Strategy Commission, CISM Solidarity Commission, CISM Sports Commission, CISM Finance and Budget Commission, and the Women in CISM Commission.
Ultimately, the initial day culminated in the segment devoted to Strategy and General Affairs presented by Colonel Clayton Ricardo Pontes, during which the Board deliberated on the following subjects: updates to the Strategic Plan, the CISM Order of Merit, the CISM HQ Staff Mandate, guidelines for hotel pricing in BoD-GA, forthcoming vacancies on the Board for 2024, guidelines for the Board, General Assembly, and Congress, as well as the prospective development of the statutory calendar spanning from 2024 to 2028.
The first session concluded with a closing address from the CISM President Colonel Nilton Rolim.
The Board of Directors convened once more this morning for the second session of the Meeting, commencing with the Sports Department report present by the Sports Director Lieutenant-Colonel Jan Van den Dool.
This part centered on matters within the Sports Department, addressing subjects such as the introduction of new sports in CISM, the enumeration of world-level sports, and the assessment of endeavors to attain the status of the World Military Championship in Functional Fitness and Rugby 7'.
Next, Colonel Joseph Bakari, serving as the Games Director, delivered the latest developments concerning CISM Games, along with recommendations pertaining to the fees and essential criteria for organizing the CISM Military World Games.
The segment pertaining to the CISM Academic Department was presented by Major Jefferson Martinez Monjardim Couto, encompassing a range of academic events. These events include the CISM International Symposium in Tunis, the International Athletics Conference in Abu Dhabi, and the International Jiu-Jitsu and Close Combat Conference in Abu Dhabi. Furthermore, the discussion also extended to a new project for the CISM Sports Management Course.
The final parts of the meeting centered on updates related to communication and international relations, presented by Mr. David Vandenplas, Director of Media & Communication. Additionally, Mr. Maxime Sempo, the Director of Development and Partnership, discussed the latest initiatives in these areas.
The meeting drew to a close with a closing address delivered by the CISM President Colonel Nilton Rolim, expressing gratitude to all participants for their dedicated efforts and for the decisions made that will shape the future of our organization.
The BoD Meeting 2023/3 concluded with a Closing Ceremony attended by the CISM Board of Directors Members and Senior Colonel Abderraouf Mokaddem, the representative of the Tunisian Minister of Defense and Chief of the Tunisian Delegation to CISM.
In his closing speech at the CISM BoD 2023/3, the CISM President conveyed some important messages to the attendees.
The CISM President expressed his gratitude, saying, "I would like to express my deepest gratitude to all of you who dedicated your time to preparation and patience over the last few days. In particular, all CISM members who submit Information/Decision Files, and all those who in some way contribute to our decisions, all of you play an important role in this journey."
In conclusion, Colonel Nilton Rolim emphasized the significance of the decisions to be made in the upcoming Extraordinary General Assembly.
